Understanding the Typical ODP Licensing Timeline

Every ODP licence application is different.

The overall timeline depends on the complexity of the proposed business, the preparedness of the applicant and the time required to develop the governance, compliance and operational framework expected by the Financial Sector Conduct Authority (FSCA).

While every application is assessed on its own merits, the licensing process generally follows the stages outlined below.

Stage 1 – Initial Consultation

Typical Duration: 1–2 Weeks

The process begins with a confidential consultation to understand your proposed business model, licensing objectives and regulatory requirements.

This stage allows us to assess the project, identify potential challenges and determine the most appropriate licensing strategy.

Stage 2 – Planning & Preparation

Typical Duration: 2–4 Months

This is usually the most important phase of the entire project.

During this stage, we work closely with your team to prepare the business for licensing by developing the required governance structures, compliance framework, operational procedures and supporting documentation.

Stage 3 – Application Submission

Typical Duration: Approximately One Week

Once all documentation has been completed and reviewed, the application is submitted to the Financial Sector Conduct Authority.

Stage 4 – Regulatory Review

Typical Duration: 4–6 Months

Following submission, the FSCA undertakes a detailed review of the application.

During this period, the regulator may request clarification or additional information depending on the specific business model and application.

Stage 5 – Licence Approval

Once the FSCA has completed its assessment and all regulatory requirements have been satisfied, the ODP Licence may be granted.

Following approval, businesses must continue to meet their ongoing governance, compliance and regulatory obligations.
